- Opportunity Identification
  - Monitor relevant channels for tender opportunities. 
  - Review requirements to assess fit with capabilities and strategic goals.
- Bid/No-Bid Decision
  - Evaluate factors such as alignment with expertise, potential profit margins, and competition.
  - Decide whether to pursue the opportunity.
- Bid Preparation
  - Develop a comprehensive response addressing all tender requirements.

  - Documentation is organized as follows:
    - Bid Documentation in `O_DOC GARA`
    - Admin Response in `1_AMMINISTRATIVA`
    - Technical Proposal and supporting documents (certifications, references, case studies) in `2_TECNICA`
    - Financial Proposal in `3_ECONOMICA`
    - Preparation Material in `4_PREPARAZIONE_GARA`
- Bid Submission
  - Ensure the bid complies with all submission guidelines and is delivered by the deadline.
- Post-Submission Follow-Up
  - Address clarifications or additional requests from the issuing party.
- Outcome Review
  - If successful:
    - Negotiate and finalize the contract. 
    - Begin project execution.
  - If unsuccessful:
    - Request feedback to improve future responses.
